Our Location
Energy Trust provides for a range of work location options, including remote, hybrid and in-office work. This position will represent Energy Trust in public settings and potentially at community events. We are open to candidates who live throughout Oregon and Washington. The Program Manager, Communities + New Initiatives (FEMA) would be expected to report to the office on a quarterly basis, at minimum.
Given its funding source the estimated duration of this position is not exceeding three years, with potential for other opportunities after its conclusion.
As part of Energy Trust’s Communities + New Initiatives sector, the Program Manager’s primary responsibility will be to lead the implementation and delivery of new community energy resilience offerings funded through a FEMA grant that supports community energy resilience planning efforts including pre-feasibility studies for solar+storage microgrid projects located on critical facilities benefitting underserved communities and capable of providing utility grid services. Related to this, the Program Manager will manage an array of complex projects, program initiatives and tactics within the Communities + New Initiatives sector and with cross functional teams, with a focus on managing federal contract deliverables and performance objectives, direct staff and contractors to achieve FEMA grant program goals and successfully deliver grant requirements. The Program Manager will also manage associated budgets, contracts, reporting and internal processes for assigned initiatives.
This individual reports to the Sector Lead - Communities + and New Initiatives. This position is expected to report to the Portland office quarterly at a minimum for all staff and other in-person meetings.
· Manage goal setting, program development and implementation of FEMA grant program goals and delivery of grant requirements.
· Manage a federal contract with a $4.7 million budget, successfully accomplishing all contract deliverables.
· Work across multiple internal sectors to deliver on all tasks, milestones and deliverables required by FEMA Grant
· Work with team members to develop the project charter, a detailed project schedule, and project accounting structure necessary to track project expenditures, as well as regular invoicing.
· Oversee the development of contract(s)/subtract(s) and extension(s) for multi-year implementation services.
· Work with Energy Trust staff to direct the work of partners.
· Support and oversight of community outreach and engagement process, communication with customers and stakeholders.
· Present, negotiate, and manage relationships with Oregon Department of Emergency Management (OEM), FEMA, subcontractors, advisory groups and external stakeholders including utilities, local governments, community groups, and others to reach program objectives. Includes development of quarterly and annual reports, annual business planning, and budget development.
· Develop, review, and assist program management contractors in developing various program forms, marketing pieces, and correspondence.
· Work with program staff and contractors in order to identify and develop tactics to leverage funding opportunities to drive forward community energy res projects.
· May manage program staff to include informing employment decisions, setting work priorities, conducting performance reviews, and correcting action as needed.
· Perform all functions of the job duties in a safe manner.
· Perform other job-related duties as assigned.
This position will work in a team-based environment and will lead initiatives and oversee work of staff and program management contractors as necessary in the course of managing specific programs and/or initiatives.
It is anticipated that this position could directly manage program staff.
