Position Overview

The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Statewide Retention Manager. Under administrative direction, this position will manage and administer the Department’s statewide Employee Retention Program. The position will review DCFS recruitment and retention processes and enhancements, conducting regular and systematic audits of current onboarding and offboarding processes for newly hired or separating employees. This position will identify areas for improvement in onboarding and offboarding processes to ensure a smooth transition for employees and reduced administrative burdens. Additionally, the position will benchmark current processes against industry best practices and state/federal regulations to ensure compliance and effectiveness. Finally, this position will review and conduct surveys to gather data on the employee experience, with an eye towards the creation of new innovations, policies, processes, training, or other efforts to improve the employee experience and increase retention. Essential Functions

  • Serves as Statewide Retention Manager.
  • Drives or travels to various locations to conduct or attend “stay interviews” with current employees to learn about their experience as a DCFS employee and receive suggestions for creating a better employee experience.
  • Coordinates the functions of the employee retention program with statewide DCFS and CMS resources to improve employee experience processes.
  • Coordinates the Department’s new hire orientation efforts.
  • Monitors the heartbeat of the agency employee experience and engagement programs statewide by encouraging surveys, collaborative peer-to-peer discussions, meetings, and other creative, innovative employee retention efforts.
  • Serves as a liaison with CMS regarding overall State of Illinois Employee Retention programs to share ideas and troubleshoot problematic areas.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college.
  • Requires three years of progressively responsible administrative experience in a public or private organization in the field of human resources.

Preferred Qualifications

  • Prefers three years of professional experience conducting or supervising an employee retention program in a public or business organization.
  • Prefers three years of professional experience in the development and implementation of policies and procedures relative to employee recruitment and/or retention in a public or business organization.
  • Prefers three years of professional experience conducting quality assurance activities in a public or business organization.
  • Prefers completion of a bachelor’s degree in human resource management, business administration, or a business-related field.
  • Prefers 3 years of professional experience serving in a liaison capacity in a public or business organization.
